Can volunteers be used as substitutes for employees?

What records should be kept regarding the efforts and accomplishments of each volunteer?

It depends on if the question means if this should be allowed, or if it actually is and this is a yes or no question. 

By definition volunteer means that you are working to not get paid. Employees get paid. 

But when a person is volunteering, it can take the place of an employee. It's important that when this happens you keep track of how hard the volunteer worked, how long they worked, what they were required to do, etc. You might want to hire a volunteer as an employee.
