The Genesis of the Conflict
The Rwandan conflict was mainly about the mass slaughter of the Tutsi by the Hutu
community which occurred during the Rwandan civil war. The civil strife was organized by the
political elite of the Hutu community who occupied positions in the national government. It
culminated on April 1994 when the Hutus began slaughtering Tutsis leaving an estimated
800000 people dead. The Rwandan president at that time Juveal Habyarimana came to power in
1973 using a coup1. His politics were mainly based on ethnic divide and rule, and he used the
system of ethnic identity cards from the colonial period. The Tutsi participation in education was
limited, and mixed marriages were considered to be illegal in the nation as well.
As the 1980s ended, the Rwandan economy began to decline. There were poor harvests
which led to shortages of food. There was an increased personal enrichment among the elite
population, and this led to rising cases of social unrest. In 1990 there were over a million Tutsis
in exile, and Paul Kagame was the militant leader of the Rwanda Patriotic Front. The goal of this
party was to overthrow Habyarimana and his government which favored the Hutus and
undermined the Tutsis2. The party also aimed to lead the way for the return of Tutsi exiles who
were abroad. The Tutsi militants referred to themselves as Inkotanyi, and they began occupying
various regions of Rwanda's north in 1992. The Hutu feared reprisal attacks by both the
Rwandan army and the RPF and the army killed large numbers of Tutsi.
