Move each water molecule (each has a unique orientation) to the most ideal locations in the depicted scenario such that the strongest combination of electrostatic attractions are occurring.

The strongest interactions between water molecules is hydrogen bonding. Arrange them in such a manner that the Hydrogens of one water molecule are next to the Oxygen of another water molecule. the electrostatic attraction occurs between the partially positive Hydrogen and partially negative oxygen. If there are any other elements in this arrangement, the more elctronegative one will be attarcted to the Hydrogens and the more electropositive ones will be attarcyed to teh Oxygens.
