Any parallel line must have the same slope, so the equation must be 

y = -5/3 x + b, we have to find b

Since (9, -3) lies on this line, substitute x = 9 and y = -3 to get

-3 = -5/3 * 9 + b

-3 = -15 + b

b = 15 -3 =12

Parallel line has equation y = -5/3 x + 12

Perpendicular line must have slope 3/5 since product of slopes of perpendicular lines = -1

Required equation has the form y = 3/5 x + d

again since this line passes through (9, -3)

-3 = 3/5 *9 + d

d= -27/5 -3 = -42/5 (or -8 2/5)

Required equation of perpendicular line is

y = 3/5 x -42/5
