Describe in words how you would make a 1.00 M solution of HCl from a 5.00 M solution of HCl? 

Can anybody break this down for me and help me get an answer??

Let make the volume to V to make 1.00 M solution from 5.00 M.

Moles of salt in 1.00 M sol=Moles of salt in 5.00 M solution.

1*V2=5*V1

V2=5V1.

Thus increasing volume to 54 times initial volume will do the job. Thus add 4 times volume to present volume of solution.
