Denote bachelors' salary as b (in thousands of dollars), then doctorate's salary d is 2*b-39. The sum is b+(2*b-39)=3*b-39=126.

So 3*b=126+39=165 and b=165/3=55 (thousands of dollars).

And d=2*b-39=2*55-39=110-39=71.

Yes, it is for 22.

21 is very similar, look:

m = 2*b - 49 and m+b = 3*b - 49 = 116.
Then 3b = 116+49 = 165 and b = 165/3 = 55 (thousands of $).
And m = 2b - 49 = 110 - 49 = 61.
