Considered one of the worst emergencies to ever occur in the United States, Hurricane
Katrina demonstrated the worst form of failed coordination between two levels of government
when such was needed most. Despite sufficient warning and forecast of the hurricane, the state
and the federal government did little to prepare for the havoc which was forthcoming, which was
further compounded by unstructured response between the two levels of government (Stephens
& Wikstrom, 2007). Hours after the hurricane had caused significant damage and deaths, the
federal agency responsible for such emergencies, the Federal Emergency Management Agency
(FEMA), was unsure of how to deploy its resources especially in New Orleans due to the failed
coordination and communication failures which were experienced between the president and the
state’s governor and other bodies responsible for responding to emergencies. The response
initiated by the army and the National Guard was one of the major causes of the confusion and
delays which worsened the already dire situation in New Orleans. Franke, Charoy, and El
Khoury (2013) note that the lack of a centralized command system caused despair and extreme
confusion on how to undertake the rescue mission.
