How did they get 11.7 from 60 and 7?

I am working on zcrit and margin of error. I calculated that the zcrit was 1.96. But i couldn't figure out the p-hat of the margin of error. The actual question was this; An inspector randomly chose 60 envelopes, then found that 7 of them had improper postage. How did the p-hat get to 11.7, from 60 and 7?
