The line through (x1, y1) and (x2, y2) has the slope m1 = (y2-y1)/(x2-x1).

The line y = 2x - 4 has the slope m2 = 2.

For these lines to be perpendicular, m1 must be equal to -1/m2 = -1/2.

Here m1 = (3 - r)/(2 - 5) = -(3-r)/3 = -1 + r/3 = -1/2.
