For this assignment, I want you to investigate the current issues revolving around the closure of the Navajo Generating Station (NGS). Utilities that own the largest coal power plant in the Western United States have agreed to shut it down in 2019, ~ 25 years ahead of schedule. NGS is located on the Navajo Nation and provides power to the southwest and for pumping water from the Colorado River, in the Central Arizona Project canal, to Phoenix and Tucson. For this assignment, you will do some background research and identify the current ethical issues, you must complete this prior to class. Part 1: NGS background Do a bit of online research on the history and background of the NGS facility. Write a ½ page summary on the background of the NGS facility (i.e. where it is located, specs of the plant, where does the fuel come from, who are the owners and operators and, identify why it is closing). Cite at least two sources in IEEE format. Note: you can use websites but it must be in correct format. Part 2: Fundamental Ethical Questions – Answer the hypothetical questions below assuming you are the head engineer with the sole decision to either close the plant or keep it open for some determined time. 1. Ethical issues a. Identify the two ethical issues of the case. Explicitly state the primary ethical dilemma, and work to identify any secondary ethical dilemmas. 2. Stakeholders a. Identify the various stakeholders. Start with those most immediate to the actions then think more broadly. b. What are their interests? c. Who/what are negatively and/or positively impacted by the case? 3. Ignorance a. From you background search, decide if there is any relevant facts that are either unclear or unstated? I. NGS BACKGROUND
Navajo Generating Station (NGS) is a power plant that is located in Navajo Nation near
Page, Arizona. This station was designed and constructed in the 1970s and has three generating
units. Combined, the three units produce 2250 megawatts of steam power with each of the three
identical units producing 750 MW [1]. Each of these units contains a turbine, boiler, generator,
cooling system, and environmental control equipment. Furthermore, the plant is coal-powered
and this coal comes from Kayenta Mine. The coal is mined at Kayenta and transported by
railroad to the plant [2]. Part of the controversy, therefore, is in its environmental effects due to
the use of coal and the emissions that come from the plant.
NGS is owned by various power companies and coalitions. The U.S Bureau of
Reclamation is the biggest shareholder followed by the Salt River Project (SRP) and Los
Angeles Department of Water and Power (LADWP). Other shareholders include Arizona Public
