Introduction
As the departments of transportation have continued in the deployment of transportation
systems which are intelligently abbreviated as ITS, telecommunications support has continued to
be a challenge. The infrastructure of telecommunications and all the associated services have
been estimated to make up to 50% of the total cost of the ITS projects. Many public agencies and
the private sectors have formed relationships in which new and the existing resources can be
swapped on the linked projects. Virginia Department of Transportation has been recently
engaged in those arrangements and has a lot of believes that it will be able to accelerate the ITS
program of the commonwealth. The mechanism is expected to share within an installation of
more than 1500 miles of the fiber facilities and all the associated electronics that are within the
interstate of Virginia which are rights of way (ROW) (Durairajan et al., 2015). Notably, using
the conditions on the terms of an agreement, all private sectors are granted some exclusive
permission and access to all the interstate of Virginia and the first rod of the ROW in the
deployment of a fiber optic, which is a commercial network. Also, in terms of exchange, VDOT
will be receiving the Fiber optic infrastructures and all the services, which are essential in
supporting the ITs on a statewide basis.
While many cell towers on property owned by the public, they act as a source of the
incremental revenue for the VDOT and the worldwide body such as commonwealth, installation
of such fiber cable across and along the Virginia Department of Transportation. There are a
