Introduction

In the United States, education is a responsibility that is mainly left in the hands of the local
school districts or lower organization level. Decentralization generally refers to the transfer of
decision-making power or authority, tasks, and responsibility closer to the beneficiary or
consumer. The key motives behind decentralization of education is to enhance democracy in
making of decisions, to make public education in the states more responsive to local needs, to
promote and encourage the effective as well as efficient use of educational resources, and to enable
teachers as well as schools to exercise greater professional autonomy, and transfer of financial
responsibilities or control to local or regional level. In the United States education policy is highly
decentralized where additions responsibilities are given to the local school district or board , where
they have enormous flexibility in devising education policy (Winkler, 2019). However, the federal
government, as well as the state governments, still play a role in influencing local education
policies and resource allocation both through program mandates and unfunded policy as well as
through the use of conditional grants-in-aid. This requires the school districts or local governments
to meet or match state and federal funding for certain purposes.

Education is crucial and plays an important role in helping a knowledge-based economy,
which is currently be observed as it produces a skillful human resource that is capable of coping
with recent transformations in the technological field as well as adapting with the changing times.
