Exponentiation is distributive for multiplication, so each term is separately raised to the -1/3

(u^4)^(-1/3)*(v^6)^(-1/3)

And a power raised to another power yields the product of the two, so in this case

u^(-4/3) v^(-6/3)

Simplifying the last one

u^(-4/3)v^(-2)
