Question description

I have to graph y= - 4/3x + 4

I get that the 4 is the y intercept and that's where you start and all, but when the slope is negative, do you consider both the rise and the run negative, or just the rise or just the run? I'm sure I'd know, but the math teacher here sucks as a math teacher, really he's a coach. And so I need help.
