1. What is an emergency operations plan (EOP)? Discuss what the EOP for a hazardous materials event response plan should include. Does planning and preparation allow EMS organizations to respond effectively? Why, or why not?
2. Respond to this students response : An EOP is a plan that agencies have in place and their staff trained on when a disaster strikes. The EOP is a backup plan for when the primary way they function is compromised. Every agency should have one in place. We just never know when we will have to use the plan. (William)

The Federal Emergency Management Agency (FEMA) provides a framework on what an
emergency operations plan should constitute or contain. As such, an emergency operations plan
is a document prepared by a concerned entity that assigns different responsibilities to individuals
and organizations in executing certain actions at projected places and times in emergency
situations that may be beyond the capability or ordinary responsibility of an agency acting alone.
Secondly, an EOP sets lines of authority and organizational relationships while showing the
coordination of actions during an emergency. The emergency operations plan also provides a
