what is rise over run used for

Hello!

It is the mnemonics for "slope" (of the straight line).

For two points, (x1, y1) and (x2, y2) the slope of the line through them is

(y2-y1)/(x2-x1)

where y2-y1 can be named as "rise" of y and x2-x1 as "run" of x. "Over" means over the fraction bar.
