What substance in the can is initially being pushed out of the can as the water in the can boils?

When water in can starts boiling ,  it turns to steam, pushing air out of the can and filling the can with water vapor. 

 In order for a bubble to exist the pressure of the vapor in the bubble must be pushing against the water with exactly the same force that the water is pushing back.

So Air is being pushed out of can intially
