Every study available, in conjunction with common sense, indicates that living in poverty puts one at heightened risk for other social problems. Poverty is a downward spiral from which many cannot escape.
It is difficult to say whether or not the US is addressing poverty in a better manner. Certainly the ACA has improved the access to healthcare for millions, but so-called "entitlement" programs have been stripped bare by hardcore Republicans in the House and Senate. SNAP in particular has been severely defunded.
