Introduction
In December 2013, the world witnessed the outbreak of the Ebola virus, which started in
West Africa, mainly Liberia, Guinea, and Sierra Leone. The outbreak lasted until 2016, and its
severity exceeded the earlier cases of Ebola outbreak. The reported cases associated with the
virus were 28646, while 113223 people lost their lives (Coltart, Lindsey, Ghinai, Johnson, &
Heymann, 2017). Apart from the severity, the geographical distribution of the disease was also
unique. In August 2014, there was a declaration of the disease as a Public Health Emergency of
International Concern (PHEIC) by the World Health Organization (WHO). Later in December
2015, January 2016 and March 2016, the WHO declared that the transmission of Ebola had
ended in Guinea, Liberia and Sierra Leone respectively. The severity of the outbreak exposed the
need to improve health surveillance systems in developing countries with the aim of not only
enhancing the health of the local people but also promoting health security globally. Therefore,
in this research, there is a need to assess the preparedness of public health planning in West
Arica to handle the outbreak, the challenges faced when responding to the epidemic, the
availability of information to EMS agencies and the community response to the virus disease.
