Rio Arriba County has the highest record of people addicted to substance use. In this
area, the substance most abused is heroin. The county’s addiction level is so high, and it has a
high record of people who overdose on heroin ("Española has tried everything to stop drug
overdoses," n.d.). A study done in 2013 of 969 teenagers in the area indicated that nearly 5% of
the teenagers living in Rio Arriba had used heroin in the past month. Data collected from the entire
state of New Mexico, where Rio Arriba is located, showed that 2.9%of the teenagers had used
heroin in the past month. The number is lower than that of Rio Arriba County which only goes to
show how critical the situation in that county is. The county’s overdose levels are also increasing
at a fast rate. In 1990, the country reported seven fatal overdoses, and in 2014, the number rose to
40.
The state government has tried to combat the issue to no avail. The state has a doctor
who prescribes anti-addiction medication to substance users; it has several drug treatment centers
and an anti-overdose strategy. The county acknowledges that there is a substance abuse problem
in the region and has tried to mitigate risks. For examples, the heroine uses to inject the drug using
needles. Some of them share these needles because of scarcity which in turn opens these individual
to the risks of contracting diseases such as HIV or Hepatitis C. The state of New Mexico in
