Strategic planning is mainly aimed at the setting of mid and long-term goals and coming
up with a unique and workable plan to achieve them. This is mainly done by an agency looking
beyond its day to day operations and ask where it is headed and where it would want to be in the
future. This helps in identifying various risks and opportunities and therefore having ample time
to prepare to absorb for the risk and at the same time utilize the opportunities (Abdel-Basset et
al., 2018). One of the best strategic best practice that a government agency can implement is the
SWOT analysis strategy. By use of this strategy, it would be able to identify its strengths,
weaknesses, opportunities as well as threats and develop strategies of countering its weaknesses
and threats as well as utilizing its strength and opportunities.

The choice of the SWOT analysis is exceptional since the government agency would be
in a position to identify strategic objectives by identifying both internal and external factors
which can be favorable or unfavorable to the agency. Some of the internal factors are staff and
the resources within the agency which is catered for by the strengths and weaknesses. The
external factors may include competition and other factors which the agency has no control for.
This is comprised of opportunities and threats (Abdel-Basset et al., 2018). The SWOT analysis
sweeps across all the agency’s aspects of operations and therefore makes it a useful basis for

organization. One of these barriers is the lack of good leadership. Leaders are mandated to come
