I'm not sure what to multiply to this problem

-2.2x-0.2y=36.4

Multiply the first line by -2.

-2(-1.1x+0.1y=-19.2) = 2.2x+0.2y=-38.4

Add this to the second line

(2.2x-2.2x)+(0.2y-0.2y)=(-38.4+36.4)

0x+0y=-2

0+0=-2

0=-2 which is a false statement meaning there are no values of x and y that solve both equations.

The answer is no solution.

If you typed 36.4 but meant 38.4 in your second equation then you would end up with 0=0 which is true and thus all values of x and y would be solutions.
