Some general equations

area of circle = pi * r^2

circumference of circle = 2*r*pi

(sector area)/(circle area) = (arc length)/(circle circumference)

((sector area)/(circle area)) * (circle circumference) = (arc length)  {multiplying both sides of equal sign with circle circumference}

(38.485/(7^2*3.1415926)) * 7 * 2 * 3.14159265 = arc length

Answer: A (11ft)
