with regard to the long term care population, who makes up this large group of individuals that require care?

Long term care is a variety of services that which help  meet both the medical and non medical needs of the people with a chronic  illness or disability who cannot care for themselves for a long period of time.

Long-term care may be needed by people of any age, although it is a more common need for senior citizens.

Using statistics of the US

Most but not all persons in need of long-term care are elderly. Approximately 63% are persons aged 65 and older (6.3 million); the remaining 37% are 64 years of age and younger (3.7 million).

In short we can say that the elderly population of in the age group of above 65 years comprises most of the long term care.
