Introduction
Among the most heated debates over the years is the Chinese film rating system. This
issue is essential, more so, because of the state of the motion pictures that are growing in China.
A film rating or classification system is a common phenomenon all over the globe and is a guide
to producers, distributors, and exhibitors throughout the world. The Chinese film market is
growing at a swift pace and will be among the most significant film markets in some decades
(Wang, 2014). Critics have therefore agitated for the need to have a film classification and rating
systems to be able to connect with the other parts of the world. This article discusses the need to
change the current film classification and rating system to give more freedom to create art.
The Chinese Film Classification and Rating System
China has the Film Industry Promotion ordinance law that outlines the steps towards
regulating the home-grown film market. The law was passed by China’s National People’s
Congress in 2015 under the “Film Industry Promotion Law.” The bill was intended to serve all
film activities which include the development, production, distribution and its release (Tsui,
2017). These efforts were designed to regulate screenplays, film productions and exhibitions and
the manner to deal with foreign films in what is regarded as censorship to promote Confucian
morality, political easiness and harmony among the general population.
China, therefore, does not have an explicit film rating system but instead uses censors
which have over time been an arbitrariness that has created problems to filmmakers and the
