Thank you for the opportunity to help you with your question!

utilitarianism  ,should serve as the ethical framework for punishment today ,Jeremy Bentham proposed this theory in the late 1700s.this theory suggests that  ,the goal of every society in the world should aim at bringing the greatest joy and happiness for the largest number of people .the actions of the governments can only be useful if only they promote the greatest good for the majority of the people in the society.this is what should be considered when giving punishment. The government is supposed to provide the greatest amount of possible liberty and equality and to guide the progress of society through peaceful political practices
