America’s fight against terrorism has led to the re-orientation of policies especially those
touching on law enforcement agencies. The war on terror intensified after the September 11
attacks with the Bush administration initiating changes focused on anti-terrorism, which led to
the establishment of the DHS, the FBI reorganization and passing of the PATRIOT Act.
Consequently, there was a shift in how the United States combats terrorism with the changes
helping to keep abreast with the increased use of technology and other intelligence measures by
terrorists. Thus, the implementations as seen the United States thwart further terrorist attacks on
U.S soil and take the war to countries such as Afghanistan and Iraq.
Homeland Security (DHS)
Preventing Terrorism
The sole purpose for the creation of the DHS was for preventing terrorist attacks on US
soils bringing 22 agencies under one department. This focus on avoiding terror threats has seen
the mandate of agencies within the department change with all realigning and combining efforts
to combat the global threat posed by terrorism (Wise & Nader, 2002). Consequently, the DHS
instituted efforts aimed at keeping pace with the evolution of terror tactics with terrorists using

sophisticated means of attack such as biological, chemical, cyber-attacks and nuclear weapons.
Moreover, the rising threat of terror saw the DHS focus their efforts on terrorists’ recruitment as
opposed to fighting terror groups (Perrow, 2006). These efforts have seen the department work
with at-risk communities to counter the efforts of terrorist recruiters and stifle the growth of
terrorist organizations both within and without the country’s borders.
REAL ID
The other change to the DHS brought about by terrorism acts came with the passing of
the REAL ID Act, which established minimum standards of security aimed at restricting
