the leading coefficient is 3 with factors 1,3

then rational roots test yields

+-(1,2,4)/(1,3)

=+-1/(1,3),2/(1,3),4/(1,3)

=+-1/1,1/3,2/1,2/3,4/1,4/3

=+-1,2,4,1/3,2/3,4/3
