Abstract
The law enforcement agencies of the United States of America have for a long time been
associated with injustice, even though the primary role of the police force is to enforce the law
and ensure justice prevails. Police brutality and the deferential treatment of law enforcement
agencies against the minority groups have a long history in the United States. High rates of crime
and disorderliness reduce the quality of life by a great extent. Since the police reforms of the 20th
century, it has become common knowledge that the fear of crime, as well as crime, affects the
disadvantaged people a lot. Even though the minority groups are usually under-protected by the
police force, there is a parallel difficulty that involves the communities being targeted by the
police and therefore is unfairly subjected to arrests and violence. There is also police brutality
against the minority. Reforms that may improve the relationship between the police and the
minority groups include social reforms and community policing.

over time in the relationship between the police and the people as well as the protection offered
to the marginalized minority in the country. Over time, there have been reforms in the society
and the government that has impacted the police, and therefore, the police force has also
improved. Nevertheless, despite the developments in terms of practice in the police force, the
minority populations in the country still face different treatment by the police leading to mistrust
against the police.
Background
Police brutality and the deferential treatment of law enforcement agencies against the
minority groups have a long history in the United States. Some parts of the historical injustices
against the minorities were facilitated by the laws of the land and the cultures that have grown to
persist even after repealing the discriminatory laws against African Americans and other
minority and marginalized groups (McLemore, 2019). Therefore, to understand the current
situation and how it began, it is important to examine the history of the nation as it pertains to the
relationship between the law enforcement officers and the minority groups.
Brutality against the people started in the period before independence when the white
settlers decided to expand westward and use slaves to produce crops and animals in their farms.
The period of slavery led to a legacy unequal treatment of African Americans by the white
Americans. The police, even though they were not as formal as they are now, were used to
oppress the Africana Americans to ensure that they did not free themselves from the bondage of

slavery. The period did not only lead to the inferior treatment by the police, but also a long
culture of racial inequality in which white supremacists insisted that they had a right to be treated
better at the expense of the minority groups such as the Indians and the African Americans
(Jones & Maguire). Therefore, even long after the abolition of slavery, even though the police
were supposed to work with the justice system to ensure that the minority groups were granted
their rights, the police still participated in oppressing the groups. Therefore, in the 19th century,
punishment and crime were among the biggest symbols of the racial divide that existed in the
United States of America. Therefore, law enforcement agencies played a central role in
