Why is a conjugate base and conjugate acid needed as a phosphate buffer in order to maintain pH?

Conjugate acid and base pair creates an equilibrium which can shift in one or another direction in accordance with le chatliers principle thus decreasing the effect of addition of acid or base on the solution.
