Two event are independent if P(A|B)=P(A) or P(B|A)=P(B)

We have

A=event that the item pulled out is a plastic

B=event that the 10th grader recycled that item.

Calculating the conditional Probability

P(A|B)=P(A and B)/P(B) =(40/400)/(150/400)=40/150 =4/15

P(A)=40/400=1/10

As both are not equal therefore they are not independent event.
