feels the burden of the crowded criminal justice system. The correctional facilities are expensive
to maintain and therefore, the state uses alternatives to ensure that there are lower prison
populations by using alternatives to incarceration. Diversion programs are an example of
methods that North Carolina uses to decongest the prison system while at the same time ensuring
that offenders are ready to get back to the society and are safe to live with other people. Two
diversion programs that are applicable in North Carolina are the Conditional Discharge 90/96
