For the unionised 

-Wage and salary rates are determined through collective bargaining or negotiations.

- Settlement terms must include earnings provisions and may include benefit provisions.

- These provisions are embodied in a signed, mutually binding collective bargaining agreement.

-A labor organization is recognized as the bargaining agent for all workers  

- workers they pay for the organisation so as to run its mandate 

For the non unionised   they  don't have an agent who can set them a collection bargain thus they end up being humiliated and being victimised 

They are not charged   any charges   since they  don't pay th body at all

Hi,  I got a bit confused when you stated that the there is a cost when:

Also I wasn't sure what sure what these sentences mean.
