Summary

The structure of the Congress is based on two houses from the Great Compromise. This
compromise was an agreement that both the large and smaller states reached for the Senate
(upper house) to have equal representation for each state. This agreement led to the formation of
the Senate and the House of Representatives where representations were different.
Congressional elections include the election of representatives for two-year terms and
that of senators for six-year terms. Public desires may sway the elections of the house but since
the Senate is farther from constituents, more deliberate actions are seen in it. Many parties
organize their primaries supporting the incumbent members and hence the incumbents may have
an easier time maintaining their membership as compared to first-timers.
