Overview

As you have explored in previous units, some surveys provide alternative measures of crime but are still not perfect. Victim surveys are an example of such an alternative measure of crime. There are advantages to measuring crime through surveys. As you have observed, surveys enable researchers to collect certain information not reported by police. The National Crime Victimization Survey (NCVS) is a national crime survey based on multistage cluster samples. As discussed in Unit 7, the NCVS is a national measure of victimizations, but as such does not estimate state or local victimizations. Sampling methods for each survey in the NCVS illustrate different approaches to representing somewhat rare events. Therefore, many states have begun conducting their own victimization surveys because data collected from the NCVS cannot provide state-level estimates.

For this assignment, search the Internet to find results from a state crime victim survey that includes a description of the methodology used to conduct the survey. Next, visit the NCVS Key Facts at a Glance page (linked in the Resources) as a starting point for a basis of comparison to what many states are now doing. Then, respond to the following:

  1. Explain the results from the state crime victim survey you selected, including a description of the methodology used to conduct the survey.
  2. Analyze a similar crime victim survey conducted at the national level, using the NCVS.
  3. Differentiate your selected state's crime victim survey method with some of the techniques used to collect data under the NCVS program.
  4. Explore the advantages associated with measuring crime through the use of a national victimization survey as compared to official crime reports.
  5. Distinguish the NCVS survey and the state survey you selected as they relate to how crime is measured specific to the nature and extent of crime, regardless of reporting.

QUALITATIVE VS QUANTITATIVE
Introduction

The measuring of crime takes place basically through the use of official crime reports that
are presented by the police following the occurrence of a crime. However, the reliability of these
reports is not very dependable due to the tendency of the police to leave out some bits of
information when documenting crimes or at other times, the purposeful concealing of
information by victims due to various personal reasons. Over the years, this has facilitated the
development of the use of crime victim surveys at the national level. These surveys have been
used to serve the purpose of crime measurement alternatively. However, due to the inefficiency
of the national crime surveys, states have gone ahead to adopt their very own crime surveys that
provide specific information. This is the inclusion of the estimate of state victimizations. This
acts as a boost to crime measure in the states, which is a purpose that the national crime victim
surveys do not serve. Most of the states have opted to the running of their very own surveys
which reflect on the particulars of crime in that state. Such is the case in Montana, where they
conduct crime victimization surveys. The most recent study was conducted in the year 2015.
State Crime Victim Survey
The 2015 Crime Victimization Survey is an example of the state-based surveys aimed at
generating results specific to the state of Montana. The survey was spearheaded by the Montana
Board of Crime Control Statistical Analysis Center and was conducted by the Criminology
Research Group from the University of Montana, Missoula (Bunch, McKay, Ore, Hollist, Moore,
& Harris, 2017). The members from the research group were Jackson Bunch, Patrick McKay,
Peter Ore, Dusten Hollist, and Elliot Moore (Bunch, McKay, Ore, Hollist, Moore, & Harris,
2017). A member from the Social Science Research Lab from the university was also included,
Chuck Harris. In unison, these individuals managed to carry out this survey to present the results

for crime victimization in the state. The primary purpose of this survey was to understand the

crime in Montana better. It was as an alternative to the available law enforcement crime data that
is understood to bear some limitations that do not allow it to give credible research information
when it comes to measuring crime in the state. The survey got an insight to unreported cr...
