What did various American states and the federal Constitution do to make legislative bodies even more responsive to the wishes of the majority than the basic principle of democracy might demand?

Various American states and the federal Constitution set a rule that only allowed representatives from the House of Representatives to be proportional to the population of each state.

This way, a state with a high population would have a lot more representatives than a state with a low population. This made the legislative bodies more responsive to the wishes of the majority as the number of people per state who wanted a certain representative meant much more than each person in the United States wanting their own represenative.
