1. Define the fundamental responsibilities and key characteristics of the Chief
Information Officer (CIO) and Chief Technology Officer (CTO) within health care
organizations. Make one (1) recommendation where they can utilize their expertise
to assist with employee and patient satisfaction. Support your response with related
examples of such expertise in use.
A Chief Information Officer (CIO) is the senior-most executive charged with the
responsibility of dealing with the IT needs of an organization. In the 21st century, the healthcare
industry has been revolutionised by technology and there is an increase in the use of
technological products to enhance operational efficiency and improve patient experience in
hospitals. As such, the role of the CIO is more relevant than ever before as health institutions
across the world seek to enjoy the benefits of technology in their operations. The CIO
fundamental responsibility is to ensure that the Information Technology and computer systems in
the health institution support the satisfaction of organizational goals and objectives. In this
regard, the Information Technology and computer systems in a health organization should help
the institution to realise its long-term and short-term goals (Demirkan, 2013). Therefore, the
major role of a CIO in a health institution is to ensure that the various tech systems and
procedures used in the organization lead to desirable outcomes in line with business goals.
It is important to appreciate the fact that the CIO has other fundamental responsibilities
and obligations within healthcare organizations. Firstly, the CIO is required to create business
value in the organization through the use of Information Technology and computer systems. It is
paramount for the CIO to tap into the tech needs of patients and other stakeholders which may

lead to positive growth of the organization. Secondly, the CIO has the responsibility of mapping
out the health organization’s ICT policy and strategy (Groves., et al 2016). This is a broad
responsibility that covers areas such as data protection, adoption of standards, supplier
management, information risk management and enhancing accountability platforms in the
organization. Thirdly, in the recent past, CIOs have increasingly been involved in customer
facing products. Health institutions across the world are increasingly realising the digital need of
their patients and other stakeholders as an integral part of their relationship with the hospital
(Yue et al., 2016). Consequentially, CIOs are increasingly being tasked with product-related
responsibilities.
On the other hand, a Chief Technology Officer (CTO) is an executive in an organization
who primarily focusses on the technological needs of the institution. As such, the CTO must be
well acquainted with the long-term and short-term goals of a health institution and make
technological decisions and invests aimed at helping the company realise its objectives. With an
increase in the use of technology in the health sector, the role of a CTO has become more
prominent as health institutions increasingly embrace technology to increase their operational
efficiency, solve organizational challenges and enhance patient experience (Kaur & Rani, 2015).
It is noteworthy to state that in a health organization, the CTO reports to the CIO and is tasked
with the responsibility of advising the CIO on the long-term objectives of the department. Also,
the CTO implements technologies and develops strategies to enhance the services offered by the
health institution. In this regard, the CTO i...
