This is not age discrimination in reverse. As far as it may literally look it is ageism, this are services and programs specifically for old people and mostly cannot apply to those who are younger . For instance, jobs requiring 55++ are mostly those requiring little use physical energy and less stressful ,specifically designed to help the already discriminated old people in the society since most of them cannot work in normal conditions due to hostility and stigma involved. In the case of counseling for people of 60years and above, this are initiatives being put in place to counter ageism. Thus all this special treatments are moves to counter ageism and not reverse discrimination
