in reintegration continually gathering as well as examining the background of the offender and
their behavior at the time of the parole to understand the risk of the parolee reoffending and also
determine the interventions that can be set up to prevent reoffending before it happens. Another
best practice is to engage the parolee and other relevant parties in the process of change and
creating plans or programs that will help improve the compliance of the offender to the
expectations of the court. The parole officer should also be sensitive and respectful as well as
non-judgmental to motivate the offender to co-operate with them (Prozesky, 2009).
The bureaucratic processes that affect parolees are meant to make the process more
successful. However, in some cases, it contributes to the failure of the system. The parole
officers have to compile reports that they have to present to the parole board that then has to
make decisions about the offenders. In some cases, the boards are biased. In other cases, there
have been disagreements between the boards and the parole officers. The decision-making
happens with the approval of the board, and therefore the fact that either the officer or the board
may be biased in the bureaucratic process shows that the bureaucracy is a source of weakness in
