    Disaster responses will differ from one agency to the next. While planning and response follow a similar framework, the contributions by your team will likely result in different ways to solve the problem. Your Unit 7 assignment focused on the EOC operations and use of the EOP to address one of two scenarios. For this discussion, we will share the varied approaches taken to complete the last assignment and discuss the different approaches to decision-making.

Memo TO: All EOC staff FROM: Incident Manager DATE: 26/05/2019 SUBJECT: 12-hour strategic objective plan Emergency Operations Center (EOC) role My role is incident commander. As the incident commander, I am in charge of the scene of the disaster. I am responsible for setting objectives, priorities, and also responsible for the welfare of the responders. My role allows me to delegate responsibilities to other members of the EOC, such as the operations chief, planning chief, and logistics officer. Operations chief will be responsible for collecting information about the incident then bring it to me, the planning chief, on the other hand, is in charge of planning on how the disaster will be handled. While the logistics officer ensures that there are vehicles to transport casualties to safe places. Objectives The objectives for the 12 hours include: 1. Ensure the safety of the responders 2. Evacuation of the premises 3. Mitigation of the disaster 4. Stabilization of structures Emergency Operation Plans (EOP) applications Several strategies will help me in ensuring that each of the four objectives is accomplished. Ensuring the safety of responders is my first objective. Responders are specialized people who are among the first people to arrive in a scene of disaster to assist. The safety of emergency responders is imperative in any disaster. For example, in a fire disaster, responders need breathing masks, firefighter gloves, helmets, boots, and jackets. This gear will keep the responders save from their immediate environment. After responders’ safety is guaranteed, it is now time to evacuate the premises. During a fire outbreak, not all people can quickly move to safety. There are the old, the sick and also children who will be trapped in buildings, it is, therefore, the work of responders to evacuate these people to safe places. (Henderson, 2017). Mitigation is about keeping the disaster under control. Mitigation and evacuation of people can take place concurrently. When the evacuation of the building is taking place, firefighters will be working on putting out the fire in other parts of the building. Mitigation requires skilled firefighters as the process can be quite risky as it involves hoisting of fighters to heights where they can direct the hosepipes to the fires in order to extinguish it. The final objective is the stabilization of structures. Stabilization involves preventing further damage to the premises by the fire (Henderson, 2017). For example, there might be buildings located near the burning one; the first step is to cut off the fire from spreading to those building. There might also be some parts of the building that are not yet affected by the fire; the priority is to prevent the fire from destroying that section. Response Elements of EOP are instrumental in managing disasters like fire outbreak. The elements of EOP include command, operations, planning, logistics, and administration. In fighting the fire outbreak, all the elements of EOP worked harmoniously to contain the disaster. To manage the fire disaster effectively, I incorporated the help of volunteers, firefighters, medical personnel, and police officers. Police officers will keep people away from the premises under fire. Firefighters are responsible for putting out the fire, and medical personnel will provide medical aid to casualties of the fire. Volunteers can help in either putting out the fire, administering first aid or keeping people from the affected premises. Reference Henderson, K. (2017).
