Introduction
Currently, the world's attention is concentrated upon international Islamic-based terrorism. However, Chief Edwards recognizes that they are not the only terrorist threat in the country and to his city. History has demonstrated that, aside from 9/11, domestic, non-Islamic terrorists have killed many, many, more people than Jihadists. - Predict the impact the identified mitigation tactic will have on law enforcement, terrorist groups, and society.
