This paper presents the recovery planning management process and the analysis after the
incidence of hurricane Katrina in 2005. Hurricane Katrina of 2005 was the most devastating and
dangerous natural disasters ever occurred in the United States. The cyclone which had powerful
storm surges caused various levee breaches in the cities such as New Orleans resulting in
submergence of some cities. More than 1300 casualties were recorded in the aftermath of the
Katrina hurricane. The data used in this paper was obtained from previous review papers on
disaster management and recovery plans from other natural disaster phenomena. A
comprehensive future management strategy based on the lessons learned after the Katrina
incidence, the association of individual recovery in regards to urban and resident’s physical
recovery, citizen involvement, and planners’ major duties are discussed. This paper also
visualizes the development of a clustering program which is targeted at high elevations to assist
in ensuring secure neighborhoods and effective infrastructure expenses. Citizen participation has
been included in this disaster recovery plan in both cities and neighborhoods levels



The aftermath of the hurricane Katrina was very catastrophic and visualized a very
challenging social; the problem of reconstruction along the gulf coast. The hurricane Katrina
storm washed across the levees and breached the wall against the floods in different cities.80
percent of cities spatial extent was covered with water for approximately two weeks and 180
residential housing homes were severely damaged. On further analysis of physical damage by the
Katrina hurricane, the hurricane caused an enormous relocation of the populations ranging from
100,000 to 130,000 residents. Katrina hurricane caused a very sorrowful dilemma to the residents
within the urban centers since they were compelled to evacuate and relocate to the secure regions
within the shortest time possible.
The population in different areas changed entirely by 2007. Two years after the incidence
of Katrina, more than 300000 residents in New Orleans had to move and resettle elsewhere. By
2007, the public service utilities such as hospitals, public schools, and regional transportation
were shallow. The goals and objectives of a comprehensive recovery plan are achieved by
developing safer, long-lasting, and reliable cities and fully accomplish the social and urban
