Introduction
Due to the frequency of catastrophic disasters, there is a need for an efficient early
warning system to mitigate the subsequent loss of life. One of the most lethal disasters in the US
history was the 2013 Moore Tornado. This tornado is remembered as it led to the loss of human
life as well as destruction of property. Due to the magnitude of the destruction that Moore and
other Tornadoes left in their wake, there is a need to have an effective warning system that puts
into consideration the citizen response to these systems, and the disaster management policy. To
increase their efficacy, for both local authorities and the community should collaborate as a
means of ensuring that the population which is at risk is sufficiently informed and alerted.
Effective warning signs ensure protection to the public through a combination of both scientific
monitoring and detection systems, and social design factors that alert the at risk public. As such,
the technological and managerial aspects must be integrated with effective communication
