The judicial branch is defined by Article three in the constitution. Is that one of the choices and you forgot to add it?

And there are sites that say the reason Congress and the President cannot control or hold accountable the bureaucracy (I'm assuming this is the federal bureaucracy) is because workers are protected from removal by civil service rules.
