-3x+5y=-17-------------------(2)

substitute for x in (2) form equation (1)
-3(3y+7)+5y=-17
remove brackets
-9y-21+5y=-17
simplify
-4y=21-17
-4y=4
y=-1

from (1)
x=3(-1)+7
x=-3+7
x=4

so y= -1  and x= 4
