During the 2016 presidential trail, Donald Trump repetitively vowed to replace the
Obama care. However, his attempts at dismantling this federal statute failed before it reached
Congress due to conflicts and division among moderate Republicans and conservatives. If
enacted, the healthcare bill proposed by President Trump would have reduced federal funds for
the Medicaid program. Even after his defeat, President Trump still wants to provide Americans
with a more improved healthcare option. Some experts argue that Trump will most likely reform
the Medicare and Medicaid program, which have for some years been caught up in controversy.
This paper looks at the historical development of Medicaid and Medicare as their key
considerations.
Medicaid
This is a program of social healthcare for certain families and people in the United States
with inadequate resources and income. Medicaid was created via the 1965 amendments to the
Social Security and was signed by Lyndon Johnson, the then President of the United States into
law (Gruber, 2003). In essence, it acts as a form of government insurance for people who cannot
afford to pay for the cost of their traditional healthcare. The national government matches the
state Medicaid spending to help different states provide assistance to citizens who qualify for the
program (Berkowitz, 2008). Although the program is funded by both the federal and state
governments, it is fully managed by state governments. Therefore, all states have the autonomy
to determine the people who qualify for it (Holmes, 2014). All states have been participants of
the program since 1982.
