The government has an obligation to create a security and infrastructure that promotes and sustains the freedoms of life, liberty, and the pursuit of happiness, as well as protects the rights of it's constituents and adheres to the constitution. 

That being said, sometimes the government will overlook the rights of the few, for the better of many. 

This is seen all over the place. This means that the government can allow certain things because it is what the majority wants, even though some people won't approve of this.

One of the examples, is the recent legalization of gay marriage. 
There are many groups in the country who believe same sex marriages should be illegal, and also there are any who are extremely angry about it, however the majority thinks it should be legal, and in order to protect the rights of those people as well, the government made some choices that everyone isn't happy with.
