Brief History
The history of Medicare goes back to 1912 when Roosevelt suggested that there was a
need to create a national health insurance system that would cater for the healthcare needs of the
people. However, the idea was actualized by President Truman in 1945 when he sent a message
to Congress to create such a national health insurance fund that would address the healthcare
insurance needs of the people. Despite the efforts of Truman, a bill that created such a system
was actualized twenty years later (Well, 2013). Medicate was created in 1965 to cover people
who were over 65 years old and could not access insurance. The program thereby ensured that
elder citizens would access healthcare services and thereby improve their health and well-being.
At the time, private insurance was not accessible for people who were 65 years or older.
On the other hand, Medicaid can be traced back to the Social Security Amendments of
1965. Under the program, the federal government was supposed to provide funds to states to
