The constitutional power of Congress is mainly the function of making and maintaining the laws
in the country. Congress thus becomes most important in its role of reviewing proposed
regulations and making necessary changes and establishing whether they are worth
implementing as laws. Other powers of the Congress include coinage, waging war, monitor
trade, foreign policy, and regulate judicial authority (Bowman & Kearney, 2015).

The Congress is organized towards its principal function of formulating laws with the Senate as
the significant body passing legislation. Each state has at least one representative in the House of
Representatives proportional to the population of the state. Bardes, Shelley & Schmidt, (2008)
points out, for instance, that the state of California has over 50 representatives. Some states
choose their representatives through a political convention involving a unanimous voice vote
based on a prior private bargain or to show confidence in the interested party. The role of the
committees and subcommittees of Congress involves oversight and reviews of proposed laws
and bills. Therefore, although the House officially appoints committee members for its congress,
the choice is usually by party members in the background.
