If she gave away 13 pins, and she had 48 in total. Then we can represent this as a equation. 

let t = total

let p= pins

let c = hair clips.

t- 21 = p 

t - 13 = 48

So we have to find the total which is 

t = 61

Which means that there are 40 pins in total. We subtract 13 and we get 27


27 is the answer
